Agent & Adjuster License Renewals

Texas insurance licenses renew on a biennial (2-year) cycle, tied to your birth month. Your renewal window opens 90 days before expiration.

Key facts:

  • Renewal period: 90 days before your expiration date through the last day of your birth month

  • Late renewal: You have up to 90 days after expiration to renew late — but you cannot transact insurance during this period. Expect a $50/hour fine for each deficient CE hour (capped at $500/license).

  • After 90 days late: Your license goes inactive. You'll need to reapply and may need to re-test.

  • Renewal portal: TDI Online Licensing (via Sircon)

Classroom rule: At least half of required hours must be classroom or classroom-equivalent.

CE reporting deadline: Complete CE before your expiration date. TDI recommends finishing at least 30 days early to allow provider reporting time. Retain certificates for 4 years — TDI audits cover 2 renewal periods.

20-year exemption: If you've held a TX license continuously for 20+ years (no breaks >90 days) and met CE every term, you can request an exemption via Sircon. Exception: even exempt licensees must complete CE for annuities, long-term care partnership products, and Medicare-related products.

New Applicants: Fingerprinting

All new license applicants must complete an FBI/DPS fingerprint background check via IdentoGO (expect fees in the low $40 range). Submit your initial application on TDI's portal, receive a service code via email, then schedule your IdentoGO appointment. Budget 2+ weeks for processing. Instructions

Key Regulatory Changes Effective in 2026

These are already in effect or taking effect this year — make sure you're compliant:

HB 2067 — Written Denial Explanations (Effective 2026)

Carriers must now provide written explanations when they decline, cancel, or non-renew auto or home policies. They also must file quarterly reports with TDI summarizing declination reasons. Workers' comp is excluded. If your carrier isn't doing this, they have a compliance problem. Source

Proposed Ban on Tying Arrangements

TDI is moving to prohibit carriers from requiring clients to bundle home and auto as a condition of coverage. Not final yet — but review your carrier agreements now. Source
